Licensing of Residential Facilities

Under the Child, Youth and Family Enhancement Act, all residential facilities including foster homes will require a license in order to continue operating or accepting the placement of a child or youth in the care or under the guardianship of Children's Services.

The licensing process will be coordinated with the current contracting process, accreditation/certification process and approval as well as the annual review process for foster homes.  All residential facilities that are in operation at the time of proclamation on November 1, 2004 will have up to 18 months to comply with the new licensing requirements.

Facilities that primarily provide medical care, educational or corrective services, or are considered Supported Independent Living arrangements or Kinship (Specified) foster care, do not require a license under the Child, Youth and Family Enhancement Act.  

The goal of licensing is to ensure quailty of care and accountability for children in the care of Children's Services.
